April 2024 saw Japan continue to lead the field in new commissions – not due to exponential growth in the market, but rather to continued decline in other markets. In particular, Western European commissions declined by 38% between April 2024 and April 2025. Pay TV commissioners have also been the most affected by the downturn in commissions, with their announcements dropping by 44% over the same period.
